To block someone on Messenger is different from blocking someone on Facebook. They are two separate apps.

When your messenger contact blocks you, you won’t be able to send them message again.

You may either get “This person isn’t available right now” or the Messenger box becomes disabled“.

When someone finally unblocks you after being blocked, you can continue to send and receive messages again.

It is normal for people to deactivate their Facebook account. It is a personal consideration. So when someone deactivate their Facebook account, you can send them messages again until they come back to reactivate it.

Spam messages are found to be very disturbing messages just like those you see in your Mailbox.

4. Their account is pending for either verification or authorization

For countries like United States and some other Europeans, Facebook has made a strict restrictions on how accounts are created and managed. This restriction is to reserve its user privacy and fight against fake account and hijacking.
